1. Acceptance of Terms

By accessing or using the Pugatch Consilium website (pugatch-consilium.com) or subscribing to any membership plan, you agree to be bound by these Terms of Use. If you do not agree, please do not use our services.

2. Membership and Access

Pugatch Consilium offers institutional membership plans that provide access to our Knowledge Repository, country presentations, members-only publications, and AI-powered policy tools. Membership is sold on an annual basis.

Access is granted to the subscribing organisation and is not transferable to third parties. Members are responsible for maintaining the confidentiality of their login credentials and for any activity that occurs under their account.

3. Payment and Billing

All membership fees are billed annually in advance. Payments are processed securely through PayPal. By completing a purchase, you authorise Pugatch Consilium to charge the applicable membership fee to your chosen payment method.

Membership fees are stated in US Dollars (USD) unless otherwise specified. Pugatch Consilium reserves the right to adjust pricing at renewal with reasonable notice.

4. No-Refund Policy

All membership fees are non-refundable. Upon payment, members receive immediate access to Pugatch Consilium's Knowledge Repository and associated resources — including downloadable reports, country presentations, and publications. Because this content is made available in full at the point of access, we are unable to offer refunds once a membership has been activated.

Memberships are sold as annual commitments. Cancellation of a membership subscription will prevent automatic renewal at the end of the current annual term, but will not entitle the member to a refund for any portion of the remaining term.

5. Cancellation

You may cancel your membership at any time by contacting us at info@pugatch-consilium.com. Cancellation takes effect at the end of your current annual billing period. You will retain access to member resources until that date. No partial refunds are issued for unused portions of the membership term.

6. Intellectual Property

Content published by Pugatch Consilium — including reports, country presentations, data, and analysis — is the intellectual property of Pugatch Consilium and is protected by applicable copyright, database, and other intellectual property laws. Members may use this published content for internal research and strategy purposes only; reproduction, redistribution, resale, or public dissemination without prior written permission is strictly prohibited.

In addition, the design, structure, methodology, prompts, workflows, and underlying systems of our website and AI-powered tools — including, for example, the multi-stage process by which our policy agent operates — are the intellectual property of Pugatch Consilium. This protection attaches to the way our tools are designed and the methodology they embody, independently of any particular output they generate. Members may not copy, reverse-engineer, replicate, or build upon this methodology or these systems without prior written permission.

Pugatch Consilium does not claim ownership of the specific outputs that our AI tools generate in response to a member's inputs during a session. As between Pugatch Consilium and the member, the member is free to use those outputs for their own internal research and strategy purposes. This does not grant any right in the methodology, design, or systems that produce the outputs, which remain the intellectual property of Pugatch Consilium as described above; and to the extent an output incorporates Pugatch Consilium's published content or proprietary data, that underlying material remains subject to the restrictions in the first paragraph of this section.

7. AI Tools and Outputs

Access to Pugatch Consilium's AI-powered policy tools is provided as part of eligible membership tiers. Outputs generated by these tools are provided for informational and research purposes only and do not constitute legal, regulatory, or professional advice. Pugatch Consilium makes no representations as to the completeness or accuracy of AI-generated outputs, and members are responsible for independently verifying any information before relying on it for strategic or legal purposes. Your use of our AI tools is also subject to our Privacy Policy, which explains how conversation data is processed and retained.

8. Limitation of Liability

To the fullest extent permitted by law, Pugatch Consilium shall not be liable for any indirect, incidental, or consequential damages arising from the use of or inability to use our services or content. Our total liability to any member shall not exceed the fees paid by that member in the twelve months preceding the claim.

9. Governing Law

These Terms of Use are governed by and construed in accordance with the laws of England and Wales. Any disputes arising from these terms or your use of our services shall be subject to the exclusive jurisdiction of the courts of England and Wales.

10. Changes to These Terms

Pugatch Consilium reserves the right to update these Terms of Use at any time. Material changes will be communicated to members by email. Continued use of our services following any update constitutes acceptance of the revised terms.
