Prof. Meir Perez Pugatch
Professor Meir Pugatch founded Pugatch Consilium in 2006. He is one of the leading international experts on intellectual property policy, the management and exploitation of knowledge assets, technology transfer, market access, pharmacoeconomics, and the political economy of public health systems.
He holds an MSc and PhD from the London School of Economics and Political Science, and is a Full Professor at Maastricht University. His academic work and consulting practice are closely integrated, ensuring that Pugatch Consilium's outputs reflect both scholarly rigour and real-world policy relevance.
Professor Pugatch has advised governments, industry associations, international organisations, and pharmaceutical companies across Europe, North America, Latin America, the Middle East, and Asia. He is a frequent speaker at international conferences and has appeared before parliamentary and legislative bodies on IP and health policy matters.
Dr. David Torstensson
Dr. David Torstensson is a Senior Consultant at Pugatch Consilium with a focus on policy and economic analysis across innovation, healthcare, pharmaceuticals, taxation, and intellectual property. He holds a DPhil from the University of Oxford.
Prior to joining Pugatch Consilium, David worked at Deloitte LLP, where he specialised in economic and policy analysis for clients in the life sciences and technology sectors. He brings both academic and commercial consulting experience to the firm's research and advisory work.
David has been the lead analyst on several of Pugatch Consilium's flagship projects, including multiple editions of the International IP Index in collaboration with the U.S. Chamber of Commerce, and has contributed to research on biotechnology policy, R&D investment, and innovation competitiveness.
Dr. Yoav Shechter
Dr. Yoav Shechter is a distinguished Global Innovation & Policy Expert and strategic executive. He drives public policy changes with positive business impact, providing clarity on political economy across global markets.
Dr. Shechter founded Merck's Global Public Policy Innovation Hub, pioneering the use of AI and digital technologies for policy engagement. He has led public policy functions across the APAC and EEMEA regions, bringing deep expertise in how innovation ecosystems operate across diverse regulatory and political environments.
Dr. Shechter serves as a business mentor at the Hebrew University MBA program, and brings to Pugatch Consilium a unique combination of corporate strategy, government affairs, and academic engagement across global markets.
Gabin Nathan
As a consultant at Pugatch Consilium, Gabin Nathan focuses on the global intellectual property and biopharmaceutical policy landscape. His work centers on delivering rigorous economic and policy analysis, with an expertise that extends into other innovation-heavy sectors, including Artificial Intelligence (AI), the creative industries, and other IP-centered fields.
Driven by a keen interest in how regulatory frameworks evolve, Gabin manages core research projects and helps communicate the firm's findings by contributing to the creation of specialized visuals for social media. By bridging the gap between technical data and visual storytelling, he supports the firm's wider efforts to disseminate complex policy insights to a global professional audience.
