Professor Meir Pugatch founded Pugatch Consilium in 2006. He is one of the leading international experts on intellectual property policy, the management and exploitation of knowledge assets, technology transfer, market access, pharmacoeconomics, and the political economy of public health systems.
He holds an MSc and PhD from the London School of Economics and Political Science, and is a Full Professor at Maastricht University. His academic work and consulting practice are closely integrated, ensuring that Pugatch Consilium's outputs reflect both scholarly rigour and real-world policy relevance.
Professor Pugatch has advised governments, industry associations, international organisations, and pharmaceutical companies across Europe, North America, Latin America, the Middle East, and Asia. Dr. David Torstensson is a Senior Consultant at Pugatch Consilium with a focus on policy and economic analysis across innovation, healthcare, pharmaceuticals, taxation, and intellectual property. He holds a DPhil from the University of Oxford.
Prior to joining Pugatch Consilium, David worked at Deloitte LLP, where he specialised in economic and policy analysis for clients in the life sciences and technology sectors. He brings both academic and commercial consulting experience to the firm's research and advisory work.

Dr. Shechter founded Merck's Global Public Policy Innovation Hub, pioneering the use of AI and digital technologies for policy engagement. He has led public policy functions across the APAC and EEMEA regions, bringing deep expertise in how innovation ecosystems operate across diverse regulatory and political environments.
